How to Prevent Windows from Automatically Focusing When Downloading Multiple Files

I have extensively searched online, but for some reason, whenever I download multiple files or make changes to saved files, my explorer window consistently brings the window with the modified content to the front, even if I had placed it in the background deliberately. Is there any solution, application, setting, or registry key that addresses this annoyance?

Additionally, I have disabled UAC and am using a local true admin account. I prefer to maintain this configuration if feasible.
