How to low down the usage of vcore for Intel i7 CPU

I'm recently checked my temps and i saw that the vcore is pumping up to 1.456v under load on stock uefi settings and i got scared.

I went to uefi and i'm lower cpu vcore to 1.3v. Then i'm restarted, do a benchmark and after benchmark stops, computer freeze.

I'am cooked? I'm restored this setting to auto, and now i feel like everything slowed down, but maybe it's a placebo effect? I don't know. It is possible that i degraded processor by put vcore to 1.3v and now it has lower performance?

    1. Contingency plan to quickly reduce CPU usage
     End high load processes:
    Press Ctrl+Shift+Esc to open Task Manager.
    Sort CPU columns in “Processes” tab
    Right-click on the abnormal process → End Task
     2. Enable power saving mode:
    Click on the battery icon in the taskbar → select “Optimal Energy Efficiency”.
    Or go to: Settings > System > Power > select “Energy Saver”.
     3. System level optimization settings
     Adjust the power plan (recommended)
    Open Control Panel > Hardware and Sound > Power Options
    Select/create an energy saving plan → Click “Change plan settings”
     4. Modify:
    Processor Power Management → Maximum state is set to 80-90%
    System Cooling Method → Change to “Passive”.
     5. Disable background applications:
    Settings > Privacy > Background Apps
    Disable permission to run non-essential apps
    6. Intel exclusive tuning
    XTU Tool Buck (Advanced):
     Download Intel Extreme Tuning Utility
    7.Key Tuning:
     Core Voltage Offset (negative offset, e.g. -0.050V)
    Turbo Boost Short Power Max (down to 35W)
    Click Apply to test stability
    8. ThrottleStop settings:

    DisableTurbo=1 # Disable Turbo
    SpeedShift=1 # Enable Dynamic FM
     9. Long-term maintenance recommendations
     Thermal optimization:
    Clean the laptop cooling fan (at least 1 time per year)
    Use a cooling stand/external heat sink
    Replace high performance silicone grease
    10. Startup Item Management:
    Press Ctrl+Shift+Esc → Startup tab
    Disable non-essential startup items
    11. Recommended Monitoring Tools
    Real-time monitoring:
    HWMonitor: View core temperature/voltage
    Process Lasso: Intelligent allocation of CPU cores
    Task Manager: Built-in performance monitoring (Win+X → Task Manager)
