I ran into the same issue with my Canon .CR3 files on Windows 10—Photos just wouldn’t open them. After some trial and error, I found Any2Pic, and it’s been a game-changer! It converts CR3 to JPG in bulk without losing quality, which saved me a ton of hassle.

No. There is no bulk cr3 to jpg conversion from the Photos app. If I was not wrong, the Photos app can open the CR3 photos on Windows 11 but not on Windows 10. You have to do the conversion one by one with the Photos app on Windows 11.
