Ctrl key can't make multiple selection with touchpad

Ensure that your touchpad settings are configured correctly. Some laptops have specific settings for the touchpad in the system settings (on Windows, it's under "Settings" -> "Devices" -> "Touchpad"). Make sure that the touchpad is set to allow multi-finger gestures and that these are not interfering with your ability to use the Ctrl key.
Not sure if you can do it with keyboard alone but you can certainly do it with Ctrl key and mouse. (Actually trying it with keyboard alone generates some funky results!)
In Windows, go to Settings > Devices > Touchpad > Tap, click, and drag, and toggle off "Tap" or adjust the sensitivity settings. In macOS, go to System Preferences > Trackpad > Point & Click, and toggle off "Tap to click" or adjust the sensitivity settings.

Ctrl key can't make multiple items selection like a physical keyboard in "Default" keyboard layout.

There is no such issue with "Traditional" keyboard layout.
