Build 17074, Problems With Cortana,
In settings it won't allow me to turn on >Let Cortana respond to "Hey Cortana"<

Hi Cal, I had this issue yesterday after build 17074 was installed on my computer. I ended up rolling back to a previous version and that seemed to fix the issue. You could try that or move to the next new preview build, which 'may' fix the issue as well.
