Touchpad behaves differently after connecting a mouse
My touchpad disables itself immediately after I plug in an external mouse, but it fails to re-enable automatically when the mouse is unplugged. I have to manually toggle the touchpad on/off in settings to restore functionality, which is quite inconvenient.

Your touchpad is disabled when a mouse connects, which is expected if the related setting or an OEM policy is enabled; failing to return afterward points to the driver or manufacturer utility not restoring its state. Open Settings > Bluetooth & devices > Touchpad, leave Touchpad enabled and, if available, turn on “Leave touchpad on when a mouse is connected.” Test connecting and disconnecting the mouse. Next install Windows updates, including optional driver updates. In Device Manager, find the touchpad under Human Interface Devices or Mice and other pointing devices, update its driver, then restart. If the symptom remains, uninstall that touchpad device and restart so Windows reinstalls it. Inspect the manufacturer’s touchpad utility or firmware setting, because some non-Precision touchpads handle mouse detection outside Windows. If the setting is absent or keeps reverting, install only the manufacturer’s touchpad and chipset packages, then contact the manufacturer if reconnection still fails.
