Touchpad behaves differently after connecting a mouse

My touchpad disables itself immediately after I plug in an external mouse, but it fails to re-enable automatically when the mouse is unplugged. I have to manually toggle the touchpad on/off in settings to restore functionality, which is quite inconvenient.
