Creating a new desktop

Hi,

I manage a community association and want to set up a separate desktop for when I do work on it. I would like the look and contents including the wallpaper, shortcuts, folders and any documents on it to be different to the default desktop so I can focus on the organisation's work.

 

I can set up a new desktop but when I add or remove shortcuts. folders, etc, they are added or removed from both desktops.  I can, however, have different wallpapers.

 

My understanding is that what I am trying to achieve is actually how separate desktops are suppose to work but at this point the best I can do is different wallpapers.

 

Are my expectations too high or am I missing something?
