Cpu frequency stay high

I updated to windows 11pro and noticing that my frequency stay high and never throttles down. I have a ryzen 7 5800x. I tried everything in the bios, change power plan etc…Do you think I should downgrade to windows 10? I need help with the issue. Thanks
