Windows10 Game Mode fails to reduce background activity when playing older titles
When running older games or games with lower system requirements, Game Mode does not appear to reduce the number of background processes, resulting in lower frame rates and occasional stuttering.
During gameplay, background system processes such as Windows Update continue to run, and manually disabling Game Mode does not improve performance. This issue is more pronounced on systems with lower CPU performance.

This means on a low-CPU system, the update process can still compete for disk and CPU cycles, causing exactly the stuttering you described.

Game Mode works by prioritizing your game's processes. However, on some games—especially older titles that are already CPU-bound.
