Windows defender PUA disabled automatically
Windows defender PUA disabled automatically, even if set it enable in group policy and powershell according to this archive https://docs.microsoft.com/en-us/windows/security/threat-protection/windows-defender-antivirus/detect-block-potentially-unwanted-apps-windows-defender-antivirus ,and set it manually. The WINDOWS defender's PUA switch turns off automatically shortly after it is turned on, windows defender smart screen ,the edge and the app store's smart screen can be switched on and off.Why?

I'm also on Insider fast ring build 19555, It stays on even after hours I turn on my PC.
