Windows Creates Duplicate Hardware Devices After Every Restart

Every time I restart my Windows PC, it creates duplicate entries for my hardware devices in Device Manager, leaving me with multiple copies of the same device. These phantom duplicates pile up with each reboot and I need help understanding why Windows keeps generating them and how to stop it.
