Windows 10 update keeps getting stuck at 98%.
The system update progress bar often gets stuck at 98% and doesn't move. Sometimes it won't complete even after waiting all night. What causes this issue and how can I fix it?

Restart your PC and interrupt the startup process (force shutdown) 3 times to trigger Automatic Repair.
In the repair environment, select Advanced options → Troubleshoot → Advanced options → Startup Settings → Restart.
Choose Enable Safe Mode.
Once in Safe Mode, Windows may complete the update or allow you to troubleshoot further.

Force a shutdown and restart, then run the following command after entering Safe Mode:
DISM /Online /Cleanup-Image /RestoreHealth
Then run:
sfc /scannow.
