Windows 10, the mouse wheel occasionally scrolls in the opposite direction in some applications

During normal use, the mouse wheel’s scrolling direction suddenly reverses—scrolling the wheel down causes the page to scroll up, and scrolling it up causes the page to scroll down. This issue is not constant but occurs intermittently, usually after switching applications or waking the computer from sleep. We have checked and confirmed that “Reverse Scrolling Direction” is not enabled in the mouse settings.
