Win10 System tray clock occasionally stops updating and shows wrong time

The system clock on the taskbar sometimes stops updating and displays a time that is a few minutes behind the actual time.

Clicking the clock to open the calendar pane usually forces it to refresh, but the problem reoccurs after a few hours. The issue persists even when both the Set time automatically and Set time zone automatically options are enabled.
