Will MSWin 11 be preventable?

Seeing as how MS took on the deplorable practice of force-upgrading MSWin systems to MSWin 10, will there be a way to PREVENT MSWin 11 from force-installing itself on the miniscule number of machines actually capable of running it?   Or is MS intent on forcing it's way through once again?
