Why isn't there a one-command way to copy someone's desktop setup on Windows?

You find a desktop setup you like, decide you want yours to look the same, and then spend hours tweaking Nexus, Rainmeter, and various settings—and for me at least, it always takes way longer than expected. Is there really no way to just copy a single command, paste it into a terminal, and instantly replicate the whole setup? Like, you see a cool desktop design on Discord, grab a GitHub link, run one line, and boom—you're done. Linux has similar approaches with dotfiles and scripts, so why isn't this a thing on Windows?
