Why does my old Windows 10 PC keep searching for updates even when they're paused?

This is an old Cyberpower PC, and it's not very powerful, so I've always kept Windows Updates turned off until the early morning when I'm not using it. Otherwise, the computer becomes basically unusable. That workaround worked fine until recently, but now it turns Windows Update back on every time I boot the PC, no matter whether updates are paused or not.

Trying to pause them again is a pain too. I just figured out that I have to pick a different date than the one I originally chose to actually stop the updates—otherwise it just keeps updating. My OS build is 19045.7725. Has anyone else run into this, and is there a way to make the pause actually stick?
