Why can’t Windows just remove all bugs?

I am genuinely curious why Microsoft cannot simply eliminate all bugs from Windows once and for all, given the complexity of modern operating systems and the vast ecosystem of hardware and software they must support. Is it technically impossible to achieve a completely bug-free system, or are there practical constraints like development resources, legacy compatibility, and the sheer number of possible user configurations that make this goal unattainable in reality?
