What Causes Windows to Create Temporary Files That Return After Deletion?

I am having an issue where temporary files on my Windows PC keep coming back even after I delete them. I have tried removing unnecessary files to free up storage space, but the same temporary data appears again after some time. I would like to know what causes Windows to recreate these files and whether there is a safe way to manage or prevent them from returning.
