The Action Center icon shows the number of unread notifications, but there are no new notifications.

The Action Center icon in the lower-right corner of the taskbar displays a numeric badge indicating an unread notification in the upper-right corner, but when I click to open the notification panel, there are no new notifications. After trying to open and close all notification lists or restarting the computer, the badge sometimes disappears, but it reappears after a while.
