I'm wondering if MS wants this to be a tablet OS or Desktop OS?

You install it and it has certain store apps.  If you want to install Office do you choose the Office 365 click to run or the Windows Store versions of the office apps.  Currently Teams, Visio and Project have no store app.  They have removed the Delve store app.

If you want Visio or Project then you need to install the Click to run as I have found you can't have both the store apps and click to run versions or else Outlook runs like garbage.

I have been going back and forth on this with a couple of machines or do you just skip it all together and go with the web versions.

Hi,
Office 365 apps are compatible for both tablet and desktop, touch/mouse/stylus.

web versions have limited features
