Setting by command lines

Hello everyone. I would like to ask some questions about Setting by command lines:

1. Control Panel\All Control Panel Items\Network and Sharing Center\Advanced sharing settings → All Networks → Public folder sharing

Select Turn on sharing so anyone with network  access can read and write files in the Public folders

2. Control Panel\All Control Panel Items\Network and Sharing Center\Advanced sharing settings → All Networks → Password protected sharing
Select Turn off password protected sharing

3. Control Panel\All Control Panel Items\Power Options\System Settings

Select Hibernate    Show in power menu

Because of the working , I need to reformat Windows frequently. Therefore I want to set quickly by the .bat program. However , I can't solve them by myself. Especially the the third question, I use " powercfg.exe /hibernate on/off " ,it just deleted/show the selection not select. Therefore, please help.
