Problem Deleting a File

When a file is selected in File Explorer and deleted by pressing the Delete key, it is permanently deleted without first being moved to the Recycle Bin. It has been confirmed that the “Do not move files to the Recycle Bin” option in the Recycle Bin properties is unchecked, and the file size does not exceed the Recycle Bin capacity limit; however, the issue occurs intermittently.
