The PhoneLink app displays a picture as my background that is neither my lock screen nor my background. Images attached (censored to protect privacy)

The picture PhoneLink is using as my background is a picture that is not on my phone, on my computer, in my OneDrive, or in the Google Drive for the connected account.
This occurs on both my laptop and my desktop; only happened to my desktop after the PhoneLink app updated.
This occurs regardless of the account being used to set up PhoneLink. I set up PhoneLink by signing into two Microsoft accounts and both times had that wallpaper set.
I've reset the PhoneLink app, I've reset the Link to Windows app (through re-installation and deleting the storage/cache), and I've reset the gallery app on my phone.
This leads me to believe it's an issue with my phone, but I was wondering if there were any suggestions/thoughts other than factory resetting my phone because of the hassle.
