OpenWith.exe component (to change default program association) hangs in a reproducible situation

THE BUG

When you try to change a default program association for a file type from file Properties, and you are going to manually change the associated app, but at this point you Cancel the requester, it will hang forever.

Old bug found more than one year ago, reproducible, reproduced on different PCs, even through VBOX on a fresh install of Win 10 21H1 (19043.1706).

REPRO STEPS

- enable Show libraries in Explorer

- on a file click RMB and choose Properties

- General tab > Change button, to associate another program with that file type

- ignore suggested list of tools and scroll down to manually choose another app from your HD
- once you are at the file requester to select the default viewer, expand the libraries tree at the bottom-left of the requester, and click on last library listed (usually 'Videos')

- at this point change your mind and close the file requester with ESC key, or selecting Cancel. OpenWith.exe will hang forerver and you can't interact anymore with the file Properties pane till you kill this task.
