I think it's better for your use case to purchase per device license instead, so you can have as many users as you want on the device

there is a Technet post similar to this which has an answer:
"you don't need purchase CAL for each user/computer adding to AD and you only need appropriate amount of CALs for your users or devices to use Active Directory legally."
