Installing an app for all users

If a computer with Windows 10 20H2 has many user accounts, how do you install an app, found in the Microsoft Store, so that all users get this app already installed in their accounts?

  From what I understand, if I use the Microsoft Store service for Business or Education, an administrator could install a UWP app on all user accounts on a computer. Correct?
  
  If so, with Windows 10 20H2, how do I access those services?
