How Can My PC Work in Safe Mode but Fail During Normal Startup?

My PC can start and work properly when I boot into Safe Mode, but it fails or behaves incorrectly during a normal startup. I have tried restarting several times, but the issue only appears when Windows loads normally with all drivers and services enabled. I want to understand what could cause this difference and what steps I can take to identify and fix the problem.
