Do NOT open new windows in front

My biggest pet peeve with Windows is that I'll click to open an app from my Taskbar, but then try to also finish something in the currently open window as well.  Most of the time, the app that was opening finally opens on top of what I'm doing before I'm done, and so my typing ends up in the newly opened app.

 

Is there some way to say "Open all newly opened apps BEHIND the current window"?

If a program is set to be always on top and if the other app you are using is not set the same way, then your program will stay on top no matter what.

but the default behavior is that newly opened apps/programs open on foreground.
I know what you mean about the issue, it only happens when launching heavy programs, say like Photoshop, Autocad etc.
doesn't happen when launching UWP apps, browsers etc.

because they need more time to load on average hardware. if hardware is high end then they can launch in a flash.

Thanks.  I was hoping for a Registry change that reverses the default behavior. For whatever reason, I have this issue multiple times per day.
