Not showing primary language as configured
I have configured a multilingual form, where primary language is Japanese and additional language is english. However, upon clicking on the link to access survey, although top right corner shows that "Japanese" is selected, but the displayed language is all english. Only after I click english, and switch back to Japanese once again, the displayed language has changed to Japanese. Is this a bug or I have missed any settings?
