Surface Pro 7 will not PXE Boot

Brand new out of the box, using a Microsoft USB Ethernet adapter with a keyboard attached will not PXE Boot.

Tried swiping left on the PXE Boot in UEFI BIOS also tried removing all other boot options.  All I get is the Windows logo it flashes twice and then back to BIOS.

Any other steps to take?
