Released: Update to Microsoft OLE DB Driver 18 for SQL Server

Microsoft OLE DB Driver 18.6.3 for SQL Server was released this week to fix a couple minor issues.

Fixed:

• Issue where empty fixed char fields being padded with zeroes during BCP import.

Changed:

• Removed all dependencies on vcruntime140_1.dll.

• Enabled reading of the server SPN from connection metadata.
