"Network Unavailable"
I see, you mentioned all other users are able to login, only from your PC, right? It looks like it's DNS/network related issue.
1. Please check if your account is "enabled/provisioned" in your SFB server?
2. It looks like your PC is not able to reach or make a successful SFB server auto-discovery. Did you set any manual SFB server under "Options > Personal > Advanced Connection Setting?
2.1 A quick way to check and verify is compare your PC's Network settings, for example, subnet, gateway and DNS against another working PC's.
3. Download Lync Connectivity Analyzer here https://1drv.ms/f/s!AvBNRjYUuhsvjbtI7W-J2JRe7MtaPw and follow this guide to check what exactly went wrong.

4. Are you able to login using your mobile phone or from outside of your office network, like from your home?
I simulated your issue, I got the exact same issue when my Wireless Network is down - basically means the network your PC is connected is not able to reach to or resolve to SFB server.
You need to check with your network engineer/team.

Thet Naing,
I am working on a workstation that doesn't use Wireless. It doesn't even have Wireless capability. I do agree that this has something to do with the PC not able to resolve to the Skype For Business server. The computer I am working on does have Internet connectivity and can connect to other parts of the network it is connected to.
