Unable To Edit Modern Pages with on-Prim Sharepoint

I have been running into issues attempting to edit all of my modern pages on. My SPO site has no issue however the new on prem site being created in our VM does not allow any editing of pages aside from "Change the look" via site settings.

Once I click Edit the page won't show editable options. When clicking edit nothing happens.

As for permissions I am a SharePoint Admin with full owner capabilities.

I have attempted using multiple browsers (Chrome, IE, Edge, Fire Fox) with no success.

It appears IT has set up SharePoint 2019, SharePoint designer 2013 SharePoint management shell.  

Any ideas on where the lack of editing access is coming from or a resolution? On a strict deadline, all tips are welcome. Thanks in advance!
