2019 SharePoint server. A list with a workflow that fires when an item is created or modified and can be started manually. When the workflow is manually started it runs as expected. However, when the workflow is kicked off automatically it is suspended prior to running any of the workflow steps. I get the following error msg.

Access denied. You do not have permission to perform this action or access this resource.
I have an open call with Microsoft, we made sure the application pool service account for the workflow manager had permissions to run the workflow on this list.
I've seen others with this issued online but haven't found a solution. Any ideas would be great
