Microsoft Purview compliance retention label disposition review user/group lookup fails

I am wondering if anyone has come across this issue that I am getting. I am creating a new retention label in Purview M365 Compliance portal and when adding a disposition review stage, my user look up fails and returns nothing as per screenshot below. I have tried with both users and mail-enabled security groups but no luck. When viewed in browser dev tools, the values array is blank.
