Why Project server 2019 change permission levels back?

We set for SharePoint group "Readers (Microsoft Project Web App)" additional permissions Add  and Edit Items, but on the next day we don't have this additional permissions.

How can we prevent this?

Can we create custom permission level and set it for SharePoint group "Readers (Microsoft Project Web App)"?

This is by design, Project Server manages those permission levels:

If you want to continue with Project Server managing the user permission sync / access to the Project Sites, you will need to stick with those permission levels when using the out of the box capability. Alternatively you could manage the access manually and use your own permission levels or you could build your own user / permission sync (custom code).
