As you have already discovered, Project for the Web lacks most of the features found in the Microsoft Project desktop application. In a nutshell, there are no real resource management capabilities for a single project that are built in Project for the Web. If you have the Power BI report pack installed for Project for the Web, you may be able to visualize resource overallocations across the projects in your organization. Hope this helps.
