My client just tried to create his first Flow and he got the following error.
Request to Azure Resource Manager failed with error: '{"error":{"code":"SubscriptionRequestsThrottled","message":"Number of write requests for subscription 'af9d0481-b1a2-4686-b10d-1f0387843b37' exceeded the limit of '1200' for time interval '01:00:00'. Please try again after '5' minutes."}}'.
Does anyone know why this would happen?

There are some subscription limits to Azure resource manager.
https://docs.microsoft.com/en-us/azure/azure-subscription-service-limits
I am not sure if this is one of them. If it is one of the limits in the link i shared you can raise a ticket at microsoft to increase the limit of the subscription.
