Automating Hierarchical Access Control in SharePoint Lists with Power Automate

I am trying to:

Create a Power Automate flow to manage hierarchical security in SharePoint lists for departmental collaboration. The flow should ensure:

 

  1. Departmental Privacy: Grant managers access only to their department's items (e.g., IT, HR, Culture, Parking, Finance) and restrict them from viewing or editing items from other departments. We can assume that there is a column in the list with the departments names.

  2. Staff Restrictions: Prevent non-manager staff members from viewing or editing any part of the list.

  3. Upper Management Oversight: Allow a high-level manager to view all departmental information. Include an option to decide if this main manager should also have editing permissions.
