Have to comment twice in a planner task for it to be sent on email?

Hi,

 

So when I create a task and assign myself and someone else on the task and then comment, no email will be sent out, but when I comment again, an email will be sent out to be and the other assigned person? Why two comments? Lots of important info is missed because people doesnt get notifications when only one comment is sent. 

 

I have checked the group notification policies and it says that an notification will be sent to the assigned people when a comment is published? 

 

When I publish the second comment an email is sent to all assigned to the task :\
