I am struggling with these distinctions as well. I believe you need to copy the Planner plan to Project - only my Projects are showing up as available in Roadmap, and only my "premium" plans or standard plans can be viewed in Planner. So there's some sort of distinction there but it's not super clear. And if you're in tasks.office.com (ie Planner) on the web, you can't see the timeline (which is only visible when viewing through Teams), and it pushes you to copy it over to project.microsoft.com (ie Project "Project for web"), which as I understand it will disconnect it from the Planner functionality. But that's the only way to view it in a Roadmap.
