Comments on MS Planner Tasks are not delivered via mail

Hello everyone,
I have the problem that some comments from MS Planner tasks are not sent to the people via email even though they are assigned. I have read that every single person must first have written a comment in order to receive any comments in the respective task. is that right? Is it possible to change?
