Hi,
Below is what I have for the DMRC. According to what I'm seeing it's working, but it has not been 48hrs yet. I also have GoDaddy and I do not enter " marks when I do any updates in my DNS anywhere.
v=DMARC1; p=none; adkim=r; aspf=r; rua=mailto: something@mydomain; pct=25;
I've sent emails to yahoo and verizon after this change from Outlook and we shall see if I get a kickback from them. I can send an email from our CMS system and it comes from my email address without any issues, it's when I'm trying to send from my Outlook that it has an issue. I'll login tomorrow to report to let you know how it went.

Thanks, I believe I did this, but it does not hurt to try it again.
I currently do have DKIM, SPF, and DMARC set up and when check it against the CMS system I'm running against, it checks out as good to go... but maybe I need to add another DKIM, can you have more than one DKIM record within your DNS record, right? I'm going to say yes, since there are already several CNAME records for different things.
The only issue with this is, that I'm not having issue with any emails that are sending directly from the CMS system itself (which means that at least the one DKIM for my domain is set up correctly and mail is flowing and being accepted correctly back and forth), I'm only having issues when I'm sending from Outlook (desktop) using the domain driven email account that I have setup within Outlook. So there has to be some sort of Outlook error when it does the processing during the attempt to send to yahoo, or Verizon.
I'll try the link you provided and report back. Thanks for the help.

You may need to add the necessary DKIM records (from https://security.microsoft.com/authentication?viewid=DKIM >select your domain and attempt to enable DKIM) on your DNS host.
If you enable it and get an error, the error will tell you what CNAME records you need to add to your DNS host. Once I did this and added the DMARC record, emails were being sent to Yahoo accounts. There is sometimes a 5 - 10 minute delay in receiving the email, but no emails have failed since.
