The function "File--Option--Advanced--Send and receive--send immediately when connected" is not working. Even after repair attempts and new installations. So far I have solved this by changing the regitry value in "HKEY_CURRENT_USER\Software\Microsoft\Office<x.0>\Outlook\Options\Mail" to 0 and that worked well.
