"You don't have the appropriate permission to perform this operation" when opening attachment

Hi, I use Outlook 2013 with Office 365 account in an organization

 

Today all of us using Outlook 2013 started getting error when we double click to open an attachment in a message, the error is "You don't have the appropriate permission to perform this operation", then if we double click again the attachment will open without a problem.

 

This error is happening to 3 users in my organization and it started today, I tried to make a new outlook profile and it didnt solve the problem

    I found the solution

    It was the Cloud Based Malware Protection in FortiClient EMS, it needs to be disabled for Outlook to work properly
