I have the exact same problem using Mac OS Ventura 13.3.1 (a) Office for Mac not using "New Outlook" v 17.72.3 any advice is welcome and needed to solve this disappointing issue
Get a microsoft support (real) person on the phone and they will walk you through the fix, Too many steps for me to remember. But it worked. Need to have your Office for Mac registered with Microsoft for them to do.
