Gmail not syncing in Outlook Application

I have a user who utilizes both their state provided Office365 email and our Gmail account. We have installed the Outlook application to the Windows 10 device, ensured the Gmail settings allowed it to be added to Outlook, and added the Gmail account to Outlook. Both inboxes show up fine, new messages will come in to the 365 email address, but new emails will not automatically show up for the Gmail account. The send/receive status bar at the bottom is also stuck on syncing, if I cancel that and restart the program the new emails are in there for the Gmail account, but new ones will still not show up while open. I have enabled connections in the Privacy settings as well. Any help is appreciated, thanks!
