Desktop add-ins: “Access denied to catalog”; works in Word Online

The exact error message: "Access denied to catalog"
That the issue occurs with all Office add-ins
That the add-ins work correctly in Word Online but not in the desktop app
That you are signed in with the same Microsoft 365 account in both locations
I've tried everything.
