Unable to record non-scheduled meetings after moving from Islands to Teams-only mode

Hi all,

we recently moved from Teams Islands mode to Teams-only mode after enabling enterprise voice moving from Sfb to Teams. What I noticed is that when I initiate a video call from the Chat function I'm unable to start the recording - it's greyed out. With test users that I have which are still in Islands mode they can start recordings just fine. At least the for scheduled meetings the functionality is not constrained. 

Any idea if it's really to do with enterprise voice? The meeting policy allows for cloud recording.
